History of the Organization:

The origin of the Society rose from an idea put forth during the 1999 meeting held in Washington DC, to develop the curriculum for the annual Workers’ Compensation Conference. The consensus of the group was that it would be beneficial to form an association to bring together the various federal agencies to enhance the sharing of best practices in the workers’ compensation arena. During that meeting, Royce Britt, the VA Workers’ Compensation Program Manager was given the charge to research the feasibility and the interest in forming a professional society.

Over the course of the next two years, Royce researched the organizational structure as well as the goals and objectives of other, similar professional societies and then developed the first draft Constitution and by-laws. At the 3rd Annual Workers’ Compensation Conference held in Chicago, a special meeting was held to solicit viewpoints and interest by conference attendees in forming a professional society. Those in attendance overwhelmingly supported the concept, pledging their full support.

During the curriculum development meeting for the 4th Annual Workers’ Compensation Conference held in September 2001, the duties of Acting President of the Society were assigned to David L. Hull, VA Workers’ Compensation Program Manager. In turn, Dave selected other experienced individuals from throughout the federal government, as well as the private sector, with expertise of value to the fledgling organization. These individuals serve as the founding Board of Directors for the Federal Workers’ Compensation Society.
